Roman Republic to Empire Practice Test

Caesar’s reformers aimed to redefine who counted as a Roman and how provinces were run, shifting power toward a centralized authority. Expanding citizenship to provincials gave many non-citizens legal ties to Rome and, crucially, to Caesar’s political and military network. That broadened the base of supporters and soldiers who owed allegiance to him, not just to the traditional Roman elite. At the same time, he reorganized the provincial administration to tighten control over provinces—reducing independent authority of governors and aligning provincial governance more closely with his central direction. The combined effect was a stronger central hand over politics and territory, which unsettled the Senate and the old ruling class who valued the old balance of powers, hence significant resistance.

The other possibilities don’t fit as well because they imply generalized citizenship for all inhabitants or a move toward provincial autonomy or abolition of provincial governance. Caesar did not grant universal citizenship to every inhabitant, nor did he expand provincial autonomy or abolish provinces; rather, he centralized control in the core Roman state while extending citizenship to more provincials, provoking Senate pushback.
